Senior Performance-Based Maintenance Expert

About the role

NTU International is seeking a Senior Performance-Based Maintenance Expert to lead the design and implementation of performance‑based road maintenance systems across the ECOWAS region. The role supports EU‑funded technical assistance aimed at improving transport governance, climate‑resilient infrastructure, and regional connectivity.

Key responsibilities

• Design and implement performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management, and contractor performance monitoring.
• Develop performance indicators, service levels, and monitoring frameworks for road networks.
• Prepare bidding documents, technical specifications, and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting, and transparent procurement procedures.
• Integrate climate‑resilient and sustainable practices into maintenance strategies.
• Coordinate with ECOWAS institutions, national road agencies, contractors, and development partners.
• Deliver workshops, training sessions, and capacity‑building activities.
• Support monitoring, reporting, and evaluation of contract implementation.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or a related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management or maintenance contract implementation.
• At least 7 years of experience with performance‑based road maintenance systems or contracts.
• Proven experience on transport infrastructure projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
