Strategic Learning Advisor – DR Congo RFSA

About the role

The Adventist Development and Relief Agency (ADRA) seeks a Strategic Learning Advisor to support a USAID/BHA‑funded Resilience Food Security Activity (RFSA) in the Kasai region of the Democratic Republic of Congo. The advisor will embed learning processes into project implementation, ensuring that technical knowledge drives effective decision‑making and program improvement.

Key responsibilities

• Lead knowledge‑management activities, capturing, synthesising and disseminating technical insights from the RFSA.
• Facilitate peer‑to‑peer learning, participatory workshops and continuous programmatic improvement.
• Maintain strategic relationships with local government, ministries, community leaders, donors and partners.
• Ensure alignment with USAID/BHA funding requirements and reporting standards.
• Support the Learning Team in organising and documenting lessons learned.

Required profile

• Advanced degree (Master’s or higher) in development studies, international relations, agriculture, nutrition, public health, business administration or a related field.
• Minimum of three years’ experience in knowledge management, organizational learning or capacity strengthening within international development projects.
• Familiarity with USAID/BHA funding mechanisms.
• Fluent in written and spoken English and French; knowledge of a local Congolese language is a plus.

Required skills

• Knowledge of CLA (Collaborative Learning and Action) and its applications.
• Proficiency with electronic platforms for knowledge management.
