Technical PMO – Card Migration (12-month contract)

About the role

The client seeks an experienced Card Migration Technical PMO to lead planning, governance and execution of a complex card migration programme in the Democratic Republic of Congo. The role involves coordinating with processors, technology vendors and internal stakeholders to ensure migration readiness, risk management and successful go‑live.

Key responsibilities

• Support end‑to‑end card migration planning, execution, cut‑over coordination and post‑migration stabilization.
• Manage PMO governance structures, including workstreams, milestones, RAID logs, decision forums and executive reporting.
• Coordinate technical delivery across Mastercard, processors, card‑management system vendors and personalization bureaus.
• Translate business requirements into detailed technical workplans, track dependencies and drive issue resolution across functional and compliance workstreams.
• Prepare executive‑level status updates, steering‑committee materials and facilitate workshops with senior stakeholders.

Required profile

• Proven experience leading complex card migration, platform transformation or scheme conversion programmes.
• Strong understanding of card issuing, acquiring, processor integration and payment‑scheme requirements.
• Demonstrated PMO leadership with governance setup, reporting, dependency management and executive stakeholder coordination.
• Technical project‑management experience managing technology teams, vendors, testing cycles and cut‑over plans.
• Fluent in French and English to engage with French‑speaking stakeholders.
