Contracts Specialist – 6‑month TA in Bunia, DRC

About the role

The Contracts Specialist will lead contracting and service procurement for UNICEF’s emergency Ebola response in Bunia. Reporting to the Chief of Field Office and the Chief of Supply and Logistics, the specialist ensures that all procurement activities are carried out efficiently, transparently and in line with UNICEF regulations.

Key responsibilities

• Develop and implement contracting and sourcing strategies for the field office.
• Manage tendering processes, contract negotiations, award and administration.
• Establish Long‑Term Agreements and institutional contracts.
• Oversee supplier performance and ensure value for money.
• Supervise and mentor contracting and supply staff.
• Collaborate with programme teams to define contracting interventions that support child‑focused results.
• Provide technical advice to government counterparts, national systems and implementing partners on service contracting and supply‑chain management.

Required profile

• Proven experience in procurement, contracting or supply‑chain management, preferably in humanitarian or development settings.
• Strong knowledge of UNICEF procurement rules and international contracting standards.
• Excellent analytical, negotiation and stakeholder‑engagement skills.
• Ability to work in a complex, insecure environment and adapt to rapidly changing conditions.
