Contracts Specialist (P-3) – Temporary Assignment, 6 months

About the role

The Contracts Specialist will lead the contracting and service procurement function for the Bunia field office, supporting UNICEF's emergency response to the Ebola outbreak in the Democratic Republic of Congo. This is a six‑month temporary appointment reporting to the Chief of Field Office and the Chief of Supply and Logistics.

Key responsibilities

• Develop and implement contracting and sourcing strategies, including tendering, negotiation, award and administration.
• Establish and manage Long‑Term Agreements (LTAs) and institutional contracts.
• Oversee supplier performance and ensure compliance with UNICEF rules, regulations and value‑for‑money principles.
• Supervise and mentor contracting and supply staff.
• Collaborate with programme teams to define contracting interventions that achieve results for children.
• Provide technical and advisory support to government counterparts, national systems and implementing partners on service contracting.

Required profile

• Significant experience in procurement and contract management, preferably in humanitarian or emergency contexts.
• Strong knowledge of UNICEF procurement policies and international procurement standards.
• Demonstrated ability to lead teams, coordinate across functions and adapt to complex, insecure environments.
• Excellent analytical, negotiation and stakeholder‑engagement skills.
