Supply Chain Monitoring and Accountability Specialist (6-month contract)

About the role
The incumbent will support UNICEF’s Ebola emergency response in the Democratic Republic of Congo by strengthening supply chain accountability, visibility and performance oversight. Based in Kinshasa, the specialist will work closely with supply and logistics teams, programme sections, field offices and implementing partners, and will travel regularly to affected provinces.
Key responsibilities
- Develop and lead an End User Monitoring (EUM) and Supply Chain Monitoring framework for health, nutrition, vaccination, IPC/WASH, cold chain and PPE supplies.
- Design monitoring methodologies, verification mechanisms and risk‑based assurance processes.
- Collect, analyse and report data on receipt, storage, distribution and utilisation of emergency supplies at partner, facility and community levels.
- Provide independent verification of supply chain performance and recommend corrective actions.
- Coordinate with UNICEF DRC Supply & Logistics, programme sections and partners to ensure alignment with response objectives.
Required profile
- Advanced university degree in logistics, supply chain management, public health or a related field.
- Minimum 5 years of professional experience in supply chain monitoring, verification or accountability, preferably in humanitarian or health emergencies.
- Demonstrated ability to work in complex, insecure environments and to travel frequently.
- Strong analytical and reporting skills with experience in developing performance indicators.
