Deputy Director, Programs

About the role

The Deputy Director, Programs (DDP) leads, oversees and ensures compliance of IRC's program portfolio in line with organizational and donor guidelines, and coordinates internally and externally to develop high-quality proposals and deliver effective, timely programs. The DDP works with all departments and partners, reports to the Country Director and sits on the Senior Management Team. At least 40% of the time is spent supporting programs and teams in the provinces and in the field.

Key responsibilities

• Program implementation: oversee quality and timeliness of programs, support Program and Technical Coordinators with project management tools, monitor budgets and expenditures, ensure accountability and clear communication, advise the Country Director, support the MEAL strategy and provide technical assistance.
• Strategic planning: lead the Strategy Action Plan and SAP-IP, align programming with IRC DRC and Impact at Scale priorities, update country and sector strategies annually, and integrate gender, climate change and disaster risk reduction.
• Grants, partnerships and business development: lead the Grants and Program Development teams, secure funding, oversee proposal design and budgeting, ensure high-quality donor reports, implement the Partnership Strategy and the PEERS framework, and build long-term partnerships with local civil society, government and the private sector.
• Human resources: coordinate recruitment with the People & Culture team, manage performance and development plans, and foster team cohesion and well-being.
• Liaison and representation: represent IRC with donors and government authorities, support advocacy and coordination forums, and act as acting Country Director when necessary.
