Director of Program Development and Quality (DRC)

About the role

The Director of Program Development and Quality (PDQ) leads Save the Children’s strategic direction for programmes in the Democratic Republic of the Congo. Reporting to the Country Director, the role ensures that all interventions are child‑rights based, coherent, safe and deliver measurable impact for the most vulnerable children.

Key responsibilities

• Lead the development and regular update of the Child Rights Situation Analysis, incorporating contextual data and stakeholder input.
• Guide the Senior Management Team in shaping and implementing the Country Strategy Plan aligned with global Ambition 2030 goals.
• Oversee programme quality, thematic excellence and alignment with Save the Children’s three Breakthroughs.
• Recruit, mentor and manage Technical Advisors across Education, Health, Nutrition, Protection, Gender Equality and related clusters.
• Coordinate cross‑functional collaboration with Operations, Award Management, Humanitarian, Advocacy, Finance and MEAL teams.
• Ensure compliance with safety standards, reporting requirements and donor expectations.

Required profile

• Senior leader with proven experience in integrated child‑rights programming and humanitarian contexts.
• Demonstrated agile leadership and ability to manage multiple complex tasks simultaneously.
• Strong relationship‑building skills across diverse functional areas.
• Fluency in English and French; legal right to work in the DRC for the contract duration.
