Job description
About the role
Global Emergency Group (GEG) is hiring a Finance, Compliance and Grants Coordinator for its Global Outbreak Response Support (GORS) programme, which provides rapid activation and surge response for infectious disease outbreaks. This is a 3-month consultancy (40 hours per week, with possible extension) based in the Democratic Republic of the Congo, open to DRC nationals and other African regional nationals. The position reports to the GORS Senior Operations Lead and receives technical oversight from the GEG Finance Lead.
Key responsibilities
- Maintain the programme budget, forecasts, burn rate, activation scenarios and cost allocation, ensuring every material cost links to an approved activity, output, result and responsible function.
- Develop, test and maintain rapid-activation finance procedures with Finance leadership, covering emergency budgets, advances, payments and reconciliation.
- Review proposed subawards for due diligence, past performance and eligibility, and manage partner financial monitoring and payment verification.
- Handle financial onboarding, payroll and expense processing, including monthly credit card reconciliations, and contribute to personnel and travel policies.
- Produce financial reports and decision briefs, prepare funding requests and monthly expense accounts for submission to the US Department of State, and support expenditure-to-results reviews.
- Keep a calendar of financial compliance obligations, maintain separation between requisition, acceptance, authorization, payment and reconciliation, and support the A2A Hub in lifecycle-cost modelling.
Required profile
- Degree or professional qualification in finance, accounting, grants management or a related field.
- At least 5 years of donor-funded programme and finance experience, preferably with USG and emergency operations.
- Experience managing subrecipients and subcontracts.
- Fluent professional English and French; DRC nationality or African regional nationality is a prerequisite.
Required skills
- Budgeting, forecasting, subaward monitoring, audit readiness and rapid-response finance.
- Ability to turn financial data into clear management decisions under time pressure.
- Attention to detail in keeping accurate financial and programme records across multiple projects and countries.
The role may involve occasional travel to meetings, workshops or response activities. Applicants should send a motivation letter and CV in English to the recruiter by 30 October 2026.
