General Manager – HSE (Mining)

About the role

We are looking for an experienced HSE leader to head the Health, Safety, Environment, Risk & Compliance function for a large‑scale mining project in the Democratic Republic of the Congo. The role will drive world‑class HSE performance, ensure compliance with local mining regulations and international standards, and embed a zero‑harm culture across all operations.

Key responsibilities

• Develop and implement HSE strategy, governance and regulatory compliance frameworks.
• Lead open‑pit mining safety and operational risk management programmes.
• Oversee critical risk management, critical control verification and incident investigation.
• Manage contractor and supply‑chain HSE performance.
• Ensure occupational health, industrial hygiene and workforce wellbeing.
• Direct environmental compliance, including tailings, waste and water management.
• Coordinate emergency preparedness, crisis management and business continuity plans.
• Maintain ISO 45001 and ISO 14001 management systems and lead internal audits.
• Drive ESG, sustainability initiatives and stakeholder engagement.
• Foster safety culture transformation through leadership coaching and capability building.

Required profile

• Proven senior HSE leadership experience in African mining operations.
• Strong track record of delivering zero‑harm outcomes and regulatory compliance.
• Excellent stakeholder management and communication skills.

Required skills

• ISO 45001, ISO 14001 management systems
• NEBOSH, IOSH or equivalent certifications
• PS1, PS2, PS5 standards and Life‑Saving Rules implementation
• Critical risk management and control verification
• Incident investigation and root‑cause analysis
