Health Officer – Community Based Surveillance (Temporary)

About the role

UNICEF is seeking a Health Officer to support the Ebola response in the Democratic Republic of Congo. The officer will lead community‑based surveillance activities, detect and report alerts, follow up cases and contacts, supervise community personnel, and coordinate with health facilities and risk‑communication teams.

Key responsibilities

• Implement Community‑Based Surveillance (CBS) across multiple provinces.
• Detect and report alerts of suspected Ebola cases.
• Follow up on cases and contacts, ensuring proper isolation and monitoring.
• Supervise and support community‑based surveillance personnel.
• Coordinate surveillance activities with health facilities.
• Collaborate with Social and Behaviour Change / Risk Communication and Community Engagement (SBC/RCCE) teams.
• Manage and monitor surveillance data, ensuring timely reporting.
• Report surveillance findings to national and UNICEF partners.
• Support Ebola Virus Disease (EVD) vaccination activities.

Required profile

• Bachelor’s degree in Public Health, Medicine, or a related field.
• Minimum two years of professional experience in community‑based surveillance or public health programs.
• Good knowledge of epidemiological surveillance and CBS approaches.
• Ability to work effectively with community stakeholders and conduct supervision and training.
• Competence in routine and mass vaccination activities.
• Proficiency in French (required); knowledge of another UN language and intermediate English/Swahili are assets.
