Human Resources Officer – Mobility (UN Agency)

About the role

The International Organization for Migration (IOM) is seeking a Human Resources Officer to support its mobility programme. Reporting to the Chief of Mission or Head of Office and working closely with senior HR staff, the officer will coordinate HR functions across the Country Office and its sub‑offices, ensuring compliance with IOM policies and local regulations.

Key responsibilities

• Assist senior HR officers in reviewing and monitoring HR services in line with organisational rules and regional project activities.
• Supervise maintenance of personnel files, attendance records and HR databases for international, national and subcontracted staff.
• Coordinate monthly payroll preparation for national staff, validate data and ensure timely processing.
• Monitor contractual status and entitlements of local staff within the HR module.
• Provide HR policy guidance and advisory support in collaboration with HQ, the Migration Advisory Committee and the Finance team.
• Ensure staff compliance with mandatory security briefings and training in partnership with the Security Unit.

Required profile

• University degree in Human Resources, Business Administration or a related field.
• Relevant experience in HR administration, payroll processing and staff file management, preferably in an international or UN‑based environment.
• Strong knowledge of HR policies, labour regulations and migration‑related programmes.
• Excellent organisational and communication skills, with ability to work across multiple units.

Required skills

• Proficiency with HR information systems (HRIS) and payroll software.
• Ability to manage and analyse HR data within database modules.
