Monitoring and Evaluation and Risk Management - Team Lead

About the role

The United Nations Development Programme (UNDP) is recruiting a Team Lead for the Monitoring and Evaluation and Risk Management Unit of the Central African Forest Initiative (CAFI) Secretariat, hosted by the UNDP Multi-Partner Trust Fund Office in Kinshasa. The role promotes results-based management and programme effectiveness, leads the design and implementation of M&E frameworks and tools, and applies a robust risk management approach across the Trust Fund's investment portfolio. The Team Lead supervises an M&E Specialist and an MRV and Compliance Manager.

Key responsibilities

• Lead the design and implementation of M&E frameworks, systems and tools at Fund level, develop policies, guidelines, SOPs and the evaluation plan, and ensure quality assurance of the portfolio.
• Coordinate monitoring, reporting, evaluation and results-based management of CAFI programmes and projects, including the use of CAFI Connect and the CAFI PES dashboard, and manage third-party monitoring.
• Provide technical advice on M&E and reporting to senior management and programme teams, and ensure gender equality, disability inclusion and Leave No One Behind principles are mainstreamed.
• Contribute to capacity building, train staff and partners, and share lessons learned and good practices.
• Prepare donor reports, results reports and periodic updates for the Executive Board, and run accountability sessions with implementing partners.
• Develop and maintain a risk management framework, conduct risk assessments at portfolio, programme and country levels, keep a risk register, and lead risk mitigation and contingency planning.
