Program Manager II – Health/Emergency

About the role

The Program Manager II – Health/Emergency will provide technical oversight and strategic direction for large, complex health and emergency projects within the Country Program. The role ensures high‑quality programming that advances Catholic Relief Services’ mission to serve the poor and vulnerable.

Key responsibilities

• Lead design, start‑up, implementation and close‑out of health/emergency projects in line with CRS quality standards, donor guidelines and best practices.
• Develop detailed implementation plans, timelines, budgets, procurement and MEAL/REAL plans, and performance monitoring mechanisms.
• Manage and coach the health/emergency team, conduct performance reviews and create individual development plans.
• Identify learning opportunities, oversee research, publications and knowledge‑management activities.
• Drive new funding opportunities, serve as technical lead on proposals, and contribute to budgeting and staffing plans.
• Provide technical assistance and capacity‑building to staff and partner organizations.
• Establish and maintain strategic partnerships with health authorities, donors, consortiums and humanitarian coordination mechanisms.
• Support emergency preparedness, response and early recovery, ensuring continuity of essential health services.
• Oversee financial expenditures to ensure compliance with financial plans and efficient resource use.

Required profile

• Proven experience managing health or emergency programs in humanitarian contexts.
• Strong knowledge of donor requirements, MEAL frameworks and sector best practices.
• Demonstrated ability to lead multidisciplinary teams and foster staff well‑being.
• Experience in proposal development, fundraising and partnership building.
• Ability to adapt strategies quickly in emergency settings.
