Security Delegate for Humanitarian Operations

About the role

The Security Delegate will be deployed to a complex, large‑scale emergency where IFRC operates in multiple locations. Acting as the senior security advisor, the delegate will provide professional security risk management advice and daily guidance to ensure staff and assets operate safely.

Key responsibilities

• Advise the Head of Country Delegation and Operations Manager on security matters affecting personnel and assets.
• Develop and maintain comprehensive security risk assessments, mitigation measures and emergency procedures.
• Manage and mentor field security officers, providing capacity‑building support.
• Monitor the security, political and socio‑economic situation, update the IFRC Risk Register and report trends.
• Coordinate a security network with NGOs, UN agencies, local authorities and communities.

Required profile

• At least 5 years of humanitarian field experience, including 3 years in security management.
• Experience in medium to high‑risk environments and in developing contingency and evacuation plans.
• Proven ability to represent IFRC with external stakeholders such as government, military and UN bodies.
• Valid driving licence (public licence preferred) and knowledge of regional security context.

Required skills

• Proficiency with MS Office applications (Word, Excel, Outlook, Internet).
• Analytical and strategic thinking under pressure.
• Rapid decision‑making and clear written/oral communication.
