Senior Police Advisor – Kinshasa

About the role

The Senior Police Advisor will support the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) in strengthening the Congolese National Police (PNC). Based in Kinshasa, the advisor provides strategic guidance on public security, especially in mining regions, and assists with police reform initiatives.

Key responsibilities

• Assess and advise on the performance of PNC units at national, provincial and municipal levels.
• Provide expertise on security threats to U.S. critical mineral interests and report findings to INL leadership and Embassy officials.
• Review and improve PNC training facilities, focusing on core policing competencies and specialized skills such as mining‑sector security and anti‑smuggling operations.
• Offer technical assistance to PNC leadership on investigations, resource management, internal discipline and overall reform efforts.
• Support the development of policies and programs that enhance civilian security and rule‑of‑law outcomes.

Required profile

• Extensive experience in law‑enforcement or police reform, preferably in an international or conflict‑affected context.
• Demonstrated ability to work with senior government officials and multilateral partners.
• Strong analytical skills and capacity to produce actionable assessments.
• Ability to obtain and maintain an MRPT security clearance.
