WASH Delegate for Emergency Response

About the role

The WASH Delegate provides technical leadership and guidance for the development, coordination, quality assurance and implementation of water, sanitation and hygiene (WASH) preparedness and emergency response activities in the Democratic Republic of Congo. The role supports the National Society and IFRC operational teams to deliver timely, inclusive and technically sound WASH interventions, especially for Bundibugyo virus disease response.

Key responsibilities

• Provide technical support, coordination and guidance for emergency and recovery WASH programming in collaboration with the National Society.
• Assist the National Society in assessments, baseline data collection, and development of WASH plans for vulnerable communities.
• Manage and oversee WASH activities, including rapid response teams, ERUs, and ensure compliance with Sphere standards and IFRC guidelines.
• Facilitate partnerships, donor proposals and procurement of WASH materials, and represent the Movement in sectoral coordination meetings.

Required profile

• University degree in Civil or Environmental Engineering, Public Health or related field, or equivalent experience.
• 3‑5 years of experience developing and supporting WASH programmes in emergency contexts.
• Field experience managing international humanitarian operations in WASH or public health.
• Experience in reporting, proposal writing and donor/partner relationship management.

• WASH technical expertise (water supply, sanitation, hygiene promotion).
• Infection Prevention and Control (IPC) knowledge.
• Emergency water‑quality management and environmental health.
• Rapid Response Team (RRT) and Emergency Response Unit (ERU) operations.
• Compliance with Sphere standards and IFRC WASH guidelines.
