People & Culture Officer (P-2) – Temporary, Kinshasa

About the role

UNICEF is seeking a People and Culture Officer (P‑2) on a six‑month temporary appointment to support the emergency response in the Democratic Republic of Congo. The role will work closely with the Chief People & Culture and the People & Culture Specialist to ensure HR functions are scaled effectively during the Ebola outbreak response.

Key responsibilities

• Support the emergency response scale‑up through targeted People & Culture surge activities.
• Assist in implementing HR policies, procedures and guidance for crisis‑affected staff.
• Coordinate recruitment, onboarding, and deployment of personnel for the response.
• Maintain and update HR information systems, ensuring data accuracy and confidentiality.
• Provide advice on staff welfare, performance management and learning needs.

Required profile

• University degree in Human Resources, Business Management, International Relations, Psychology or a related field.
• Minimum two years of professional HR experience in an international organization or large corporation.
• Strong analytical, research and planning abilities.
• Excellent written and verbal communication skills in English.

Required skills

• Proficiency with HR information systems and standard office software.
