Quantity Surveyor & Cost Control Engineer (Port Construction)

About the role

The Cost Control and Quantity Surveyor Engineer will manage the commercial and cost aspects of a port construction project in Congo. You will ensure that all works are accurately measured, valued, and certified while keeping the project within budget throughout its lifecycle.

Key responsibilities

• Set up and maintain a cost control system, tracking committed, actual and forecast costs by work package.
• Carry out quantity take‑offs and site measurements in line with drawings, BOQ and contract documents.
• Coordinate joint measurement walks with the client’s consultant and issue monthly Interim Payment Certificates.
• Reconcile material orders with deliveries and site consumption, reporting any surplus or shortage.
• Prepare weekly and monthly cost reports, cost‑to‑date, cost‑to‑complete and variance analyses.
• Evaluate, price and track variation orders and change requests through approval.
• Analyse cost trends, forecast final project cost and flag overruns with corrective actions.
• Verify subcontractor and supplier invoices against certified quantities before payment.
• Maintain a commercial risk register and support contingency management.
• Prepare final account and reconciliation statement at project close‑out.

Required profile

• Minimum 10 years of experience in cost control, quantity surveying or commercial management on construction projects.
• Direct experience with port, marine or heavy civil infrastructure works.
• Proven track record preparing and processing Interim Payment Certificates.
• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management or related field.
• Prior experience working in Africa or similar developing‑market environments is preferred.

• Advanced Excel skills.
• Familiarity with ERP or cost management systems.
• Fluency in French or English.
