Chief of Communication, P-5 (Fixed Term)

About the role

UNICEF is recruiting a Chief of Communication (P-5, fixed term) for its Communication and Advocacy Section in Kinshasa, Democratic Republic of Congo. The section shapes UNICEF's visibility, partnerships and public engagement, covering media engagement, support to programme teams, World Children's Day events and youth engagement on environmental and climate change. The post leads a team of six fixed-term staff.

Key responsibilities

• Ensure the country office has a clear communication strategy and work plan that supports country programme objectives, strengthens political will and enhances UNICEF's credibility and brand.
• Build and maintain a contact list of journalists and media outlets (print, TV, radio, web) and keep close collaboration with the media to tell UNICEF's story.
• Manage the communication team and develop networks with the UN Country Team, UN communication counterparts and high-level partners.
• Run a national celebrity relations programme, including contacts with internationally known personalities, and coordinate with the DOC and regional office to extend their impact.
• Integrate UNICEF's global communications priorities and campaigns into local actions and enable coverage of country work for global use.
• Support fundraising at global and country levels with effective advocacy and communication.
• Manage the human resources and budget of the communication section, and set baselines and monitor and evaluate the effectiveness of the communication strategy.
