Country Manager, DRC

About the role

The Country Manager will lead a small country program office in the Democratic Republic of Congo, representing Catholic Relief Services (CRS) to government, partners and donors. The role focuses on securing funding, delivering high‑quality programming, and ensuring the mission aligns with CRS values and objectives.

Key responsibilities

• Develop strategic partnerships with national and international organizations operating in the DRC.
• Represent CRS to local partners, international agencies, the host government, Catholic Church structures and donors.
• Manage workforce planning, staff development, well‑being and safety compliance.
• Maintain an empowering office environment that promotes open communication and high staff engagement.
• Ensure all projects exceed donor expectations, meet quality standards and use resources efficiently.
• Oversee financial monitoring, focusing on impactful use of funds and people.
• Cultivate donor relationships, identify growth opportunities and lead fundraising initiatives.
• Implement MEAL standards, promote accountability and knowledge management.
• Lead annual planning and provide medium‑to‑long‑term strategic direction.
• Monitor risks, respond to emergencies and ensure safeguarding across staff and partners.
• Develop a strong leadership team and succession pipeline.

Required profile

• Proven experience managing country‑level programs in the humanitarian or development sector.
• Strong ability to represent the organization to diverse stakeholders and build strategic partnerships.
• Demonstrated leadership in staff coaching, mentoring and well‑being management.
• Deep understanding of donor compliance, financial oversight and resource optimization.
• Experience in risk mitigation, emergency response and safeguarding practices.
