Director of Finance & Administration – EU Health Project

About the role

The Director of Finance and Administration will lead financial management for a 36‑month European Union‑funded health project operating in North Kivu and Ituri. Based in Goma, the role reports to the Project Director and the Country Finance Director in Kinshasa.

Key responsibilities

• Develop and maintain the project’s annual budget and any EU‑requested revisions.
• Prepare accurate monthly budget monitoring reports, including budget‑to‑actual analyses, and address variances.
• Manage financial reporting, cash management, audit preparation, and award reporting in compliance with IMA World Health and EU regulations.
• Supervise finance officer(s), ensuring strong internal controls and risk mitigation.
• Oversee financial management and review of sub‑awardees, ensuring cost‑effective spending and adherence to EU procurement rules.
• Provide timely financial information to the Project Director for decision‑making.
• Identify and advise on fiduciary risks, developing monitoring and troubleshooting measures.

Required profile

• Proven experience managing finances for donor‑funded projects, preferably EU‑funded.
• Strong background in budgeting, financial reporting, and compliance.
• Ability to supervise finance staff and coordinate with multiple stakeholders.
• Experience in the health sector or humanitarian context is advantageous.
