End-Term Evaluation Consultant for Youth Peace Project

About the role

The Kvinna Till Kvinna Foundation in the Democratic Republic of the Congo is seeking an experienced consultant or evaluation team to conduct the end‑term evaluation of the "Wasichana na Amani! Strengthening the meaningful participation of young women for peace in South Kivu" project. The assignment runs from 17 June 2026 to 20 August 2026 and culminates in a final evaluation report that must be submitted on the non‑negotiable deadline.

Key responsibilities

• Assess the extent to which the project achieved its intended outcomes and contributed to young women’s participation in peacebuilding and political processes.
• Analyse programme performance against the project’s results framework, indicator targets and OECD/DAC evaluation criteria.
• Examine how the project addressed barriers such as harmful gender and age norms, exclusion from decision‑making spaces and structural inequalities.
• Evaluate the effectiveness of specific approaches, including intergenerational dialogue, feminist movement‑building, advocacy, and the SASA! Together methodology.
• Review the use of Planning, Monitoring, Evaluation and Learning (PMEL) systems by Kvinna Till Kvinna and partner organisations.
• Produce a comprehensive evaluation report with findings, lessons learned and actionable recommendations.
• Present key findings to the donor and internal stakeholders.

Required profile

• Proven experience in evaluating peacebuilding, gender‑focused or youth‑led development projects.
• Familiarity with OECD/DAC evaluation standards and conflict‑sensitive approaches.
• Experience working in the DRC or comparable conflict‑affected contexts.
• Strong analytical, writing and presentation skills in English.
• Ability to work independently and coordinate with local NGOs and stakeholders.
