Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring, evaluation and learning framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the European Union in the space sector.

Key responsibilities

• Design and operationalise the MEL framework for a donor‑funded, multi‑partner programme.
• Develop indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide learning insights to inform programme adjustments.
• Coordinate with partners and stakeholders across Africa and the EU to ensure data quality and timely reporting.
• Continuously improve MEL tools and methodologies based on emerging best practices.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or four additional years of relevant experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
