Risk and Compliance Specialist – 6‑Month TA in Bunia & Kinshasa

About the role

UNICEF is recruiting two Risk and Compliance Specialists (P‑3) on a six‑month temporary assignment to support the Ebola response in Bunia and Kinshasa, Democratic Republic of the Congo. The role will help strengthen internal controls, monitor risks and ensure compliance with UNICEF’s Simplified Emergency Procedures.

Key responsibilities

• Identify, assess and monitor operational, financial, programmatic and fraud risks linked to the Ebola response.
• Assist in establishing and strengthening internal control mechanisms adapted to the emergency context.
• Advise programme, operations and field office teams on risk mitigation measures and compensatory controls.
• Monitor the application of derogations, exceptions and expedited procedures, ensuring proper documentation.
• Support early detection of fraud, abuse, misuse of resources and non‑compliance, and contribute to preventive actions.
• Conduct targeted reviews and compliance checks as required.

Required profile

• Professional experience at P‑3 level or equivalent in risk management, compliance or internal audit.
• Demonstrated experience working in humanitarian or emergency settings, preferably health‑related.
• Strong understanding of internal control frameworks and simplified emergency procedures.
• Ability to work collaboratively with programme and operations teams across multiple locations.
