Senior Adviser Social & Behavior Change (RCCE) – P-5 (6‑month TA)

About the role

The Senior Adviser will provide strategic leadership for UNICEF’s Social and Behavior Change Communication (SBCC) and Risk Communication and Community Engagement (RCCE) response to the Ebola outbreak in the Democratic Republic of Congo. Reporting to the Ebola Coordinator and under the guidance of the Chief SBC, the role will coordinate national and provincial efforts, ensuring alignment with UNICEF priorities and the Incident Management structure.

Key responsibilities

• Lead the design and implementation of SBC/RCCE strategies at national and provincial levels.
• Co‑coordinate multi‑partner RCCE mechanisms, fostering collaboration among government, UN agencies, NGOs and community structures.
• Ensure technical coherence between UNICEF country office SBC priorities and the Ebola Incident Management framework.
• Provide oversight and technical advice to field teams, supporting rapid, community‑led engagement in transmission hotspots.
• Monitor, evaluate and report on the effectiveness of communication interventions.

Required profile

• Executive‑level experience (minimum 12 years) in public health communication, risk communication or emergency response.
• Proven ability to lead multi‑partner coordination in complex health emergencies.
• Strong understanding of Ebola or similar epidemic contexts.
• Excellent stakeholder management and strategic planning skills.
