Senior Program Manager – ROHA (Rapid Response Outreach & Humanitarian Action)

About the role

VillageReach is seeking an experienced Senior Program Manager to lead the implementation of the ROHA (Rapid Response Outreach & Humanitarian Action) program across multiple provinces in the Democratic Republic of the Congo. The role involves planning, coordinating, and supervising rapid‑response teams while ensuring technical quality and integration with other VillageReach programs.

Key responsibilities

• Lead strategic planning, execution and oversight of the ROHA program, translating award objectives into costed provincial workplans.
• Manage grant milestones, supervise provincial technical assistants and coordinators, and strengthen capacity of provincial and community actors.
• Oversee ROHA supply chain activities including pre‑positioning, transport, distribution and tracking of vaccination inputs, nutrition products and equipment.
• Ensure quality of MEAL processes, gender‑ and age‑disaggregated data collection, and document humanitarian lessons learned.
• Participate in coordination meetings with health clusters, OCHA, and Ministry of Public Health, representing VillageReach.
• Own governance and compliance, produce donor‑facing reports, manage budgets, sub‑awards and contracts, and lead award close‑out activities.

Required profile

• Demonstrated experience managing multi‑provincial humanitarian programs in fragile, conflict‑affected contexts.
• Strong ability to coach and supervise field teams and build capacity of local partners.
• Proven track record in grant and award management, budgeting and financial oversight.
• Excellent coordination skills with UN agencies, government ministries and NGOs.
